Is it legal to sell beach sand?

A friend makes large collages for sale; a major element consists of beach sand which he collects from beaches around the country. Is it legal to take beach sand and sell it in this manner?
 
No - AFAIK even people who have "rights" to sections of the foreshore cannot (legally) remove sand.

To do this legally your friend probably needs a licence issued under the Foreshore Amendment Act 1992.
 
Ring your local horse trainer - they source beach sand from a supplier in wexford for exercising their horses on a track. I'm sure there are a few suppliers.
