Is there any cheap legal actions can be taken if someone is telling the lies about his insurance status?

For example, if a cowboy builder told customer he is a fully experience insured building contractor, but customer later found out he is telling the lies. Because the builder is not insured as he said, also incapable of the building work he did,also not financially capable to repay the damage he made to the customer's house, the customer thought even he win the case through court proceedings, he would not be able to receive compensation for his loss plus has to pay the solicitor's fee.

The cowboy builder did produce a copy of his insurance paper to the customer, but the insurance policy was withdrawn by the builder a week after he applied for it, thus it is not covered period he did building work in customer's house.
 
He has no money. He has no insurance. He is not a mark. Forget it.

Also legal action and cheap never go together in the same sentence.

The point here is not whether the OP would be successful in a legal action, it is whether there is any point in taking a legal action if the defendant has no money.

A builder is liable at common law for defects for up to 6 years after the contract. But if he has no money and no assets there is no point in pursuing him.
