Irish Broadband over subscribed?

I live outside the town and cannot get broadband through the phone line. My only option (I think) is by Irish Broadband (3 of my 14 neighbours have it). However, having contacted then they have told me that their 'transponder' is full of subscribers and they aren't taking any more in the area. Is there anything I can do to get Broadband?

Even when they were not oversubscribed I found Irish Broadband very unreliable in terms of service reliability and support in three separate sites (two business Breeze and one home RipWave setups).
