Introduce public lashings for criminal offences?

Doesn't Singapore have a similar system?
With all the scumbags around doing what they like, its time to get tough on these people.

When someone drives around the M50 shooting at another car and thinks they're in a movie, you know its time to bring back the lash - string them up at the Millennium Spike and give them 2 doxen lashes. Then let them cool off in jail for 10 years, with 1 hour a day exercise in a small circle yard.

I've had enough of the leniency of this state towards these scumbags.
