Are IPs subsidised by the Government so as to provide broadband ? If so, does anyone know to what extent this is done and on what basis funding is issued?
 
the DCMNR has a tender out for the National Broadband SCheme at present so may be worthwhile looking at that documentation
but generally state aid is not legal
 
My curiousity stems from the inclusion of 'European Union Structural Funds' and a 'National Development Plan' logos on an IP website.

I would assume from this that there is some scheme in place? If this is the case, would they be paid on the basis of the number of customers they sign up and would there be any safeguards in place to ensure that the customers were getting what they signed up for?

I would not see any point in giving an IP funds and for them to provide a less than adequate service.
 
The old GBS scheme perhaps ? That was government funded up to 30%, although not sure how many schemes actually got the money in the end, there was lots of red tape and it was killed off not so long ago.
