I have mortgage with NIB. The repayments have not changed even though the APR has changed from 2.8% variable tracker 60% LTV to 3.1% APR (as on primafinance.ie website). Should my repayments also increase? I have not been personally notified of any change.

Or were you repaying a higher amount than the minimum, in order to reduce the term of the loan? If so, the recent rate increase would simply have pushed the term back 'up' a fraction, although you should still have received notification from NIB about this.
