Interest rates here to rise even though ECB won't hike until 2022

They are saying it is due to potential increased ECB rates in 2022 being priced into bond deals already and a higher cost of capital for longer-term lending. Is there evidence for those claims?

How much stock should I put in such a statement? I can get a 10 year fixed rate very close to my current variable rate at the moment...

How many years left on mortgage ,I know I fixed last 10 years of mortgage ,
It allowed me to better plan long term amount of AVCs into my pension pot now retired best move I ever made,
