Hi, do I need public liability included in my insurance for a rented house

You will need a specific house policy to cover tenants in your house that will extend your liability. Allianz, benchmark & Zurich all provide this or talk to a good broker.

Don't know about the public liability angle...as a landlord I think you do...but as a tenant I think you will only need personal contents?

You do not NEED to take out any insurance for liability it depends entirely on your attitude towards risk. The only insurance you NEED is buildings insurance if you have a mortgage. Liablity insurance is useful in this litigation happy society but always check the cover you are getting and weigh up whether you think the premium is fair for the cover you are getting.
