Insulation on new build

A friend of mine received a quote from his builder specifying all work the builder would cover for the quote..It said that insulation on walls + attic would be to current industry regulations..Basically want to know if this is enough or should he ask for more insulation? Also is there a website which specifies the standard regualtions?

Regulations can be interpreted loosely by different builders or engineers - particularly with regard to insulation, e.g. there are three different methods to calculate if regs are met (the elemental method being the most stringent, and best, IIRC).

It'd definitely be a good idea to get the builder to specify EXACTLY what make, type and thickness of insulation he's putting in every place. Then show that around and get opinions. Chances are he's going with the cheapest way he can get away with it.
 
With climate change I would advise anybody building now to put in plenty of insulation, certainly more than current building regs. It will be worth it in the years to come. It will keep your house warm and good for the envirnment.
