You need to take specialist advice not just on the wall insulation, but how the house as a whole has been designed in detail to conserve fuel and energy.
The days of judging how well a house complies in the basis solely of its wall insulation are long gone.
The benefit is that if its well designed and say super-insulated it can cost very little to heat for the winter.
Make yourself familiar with the Passivhaus standard for building, measure wice and cut once.
