inheriting a house which has a mortgage

My uncle wants to leave a house which used to be his primary residence, but is now rented and still has quite a big mortgage, to his sister. What happens to the mortgage in such a situation. My cousin is named on the mortgage, but doesnt want the house. Any advice would be welcome.
 
He can't leave the house to anyone until he discharges the mortgage.

It isn't his to give away.

When you say your cousin is named on the mortgage what do you mean?

Does uncle want to give the house to the sister now? While he is still alive?
or leave it to her in his will so it goes to her on his death?

If the first, he can't without the consent of the lender - and even then, they will only agree if the sister applies and is granted a mortgage to pay off the current mortgage.

And if it is when he dies, the question is - is there a life policy in place? That would clear the mortgage.
