Inheritance Tax for a pensioner

If anyone can advise please?

Elderly relative inherited a house from her brother. What is her position in relation to inheritance tax? she is on a o.a.p . pension with no other income.

Inheritance tax of 20% on value of house which exceeds threshold allowed of 45644 unless they were living in the house in which case they may inherit tax free if it is their only residence
