I see IIB have on their website a Free Switcher service.

Would this offering be available to you, if you went through a broker to switch your mortgage from an existing bank ?
 
Check with IIB if their website is up to date. I suspect that they may have withdrawn this free switch offer.

So the fact it is still advertised would give me no standing from a consumer rights perspective? (if you know?)

Also, if the offer was still available, could it be offered via a broker?

I know they're not offering free switches via brokers.

Either they are still offering them directly or their website hasn't been updated. I don't know what their obligations / your rights are if the latter is true.
 
It seems it is still available until May 6th for offers which are already made, new business won't get it. :(
