Where do I go to get advice on a pension? I am in my late 20s, on a low income currently (but hopefully due to rise over the next 3 years) and I would like to set up a pension.
What do I look for, and how do I make sure that I get the best return?
Find yourself a good multi advisor or authorised advisor who will be able to fimd the best options on the marketplace, try getting a list from the financial regulator or PIBA

Before you pay money for an advisor, maybe find out first, if your employer offers a pension scheme and contributes to your pension, they at least (by law!) need to give you access to a PRSA via direct payroll deduction. If you are self-employed look at PRSA or personal pensions.
