How to set up Free Skype

My daughter would like to set up a Skype account on her computer, but she cant do this without providing them with billing information (my credit card number, which I am unwilling to provide).
She only uses Skype to talk to her father, who lives abroad, and who also has a Skype account.
I thought Skype to Skype was free? In fact I know it's free.
Does anyone know how I can download Free Skype to Skype, without being asked to give billing information?

You are trying to set up an account... You don't need an account unless you are going to use Skype for cheap calls...

Skype user to Skype user is free...

All you need to do is download Skype from the "downloads" menu - install, set up a Skype Name and password, find a contact who has Skype, call and talk!
