How to resize photo for printing?

I have a digital photo of the kids that I want to resize and print in hard copy for a picture frame. MS Photo Editor gives me an option to resize for a specific pixel size, but how do I relate pixels to the picture frame (which is 50mm by 70mm)?

I don't know that piece of software but what you want is "Resize Image" and "Maintain Proportions" - these terms may not be in your software so try looking for synonyms in the help system.
 
You could use the likes of (Image menu > Resize) or insert the photo into MS Word and resize in there (right click on pic, choose Format Picture > Size tab). Both of those will allow you to resize based on cm/inches and not pixels.
