how to repair a faulty Vista OS laptop

A pal dropped in their Vista OS based laptop which has a boot sector error and cant load up the OS to get started. Ive run the hardware repair routine and it fails that after several hours. Likewise it gets 35% of the way towards an OS re-install, and also fails.
I think the hard drive while having sectoral problems, is probably fine otherwise. In the old XP days one got an OS CD which you could use to reformat the hard drive and do a clean install.
Now you dont get a CD at all it seems with the Vista on board, just a re-install process.
How do I get around this problem?
Its a Sony Vio pc. Any suggestions apprerciated.

if the hdd has bad sectors it needs to be replaced. No point in doing anything else. Are there diagnostic disks with the laptop to test for bad sectors?
