How to get refund from US company?

I'm not sure if this is the correct forum for this but hopefully someone can come up with some advice anyway.

I just learned that my brother in law got stung by one of those fabulous cruise holiday companies.
Not usually one to be caught out, he feels a big fool for falling victim to the persuasive and persistant talk of the American telemarketer and bought a holiday, paying by credit card. Part of the patter was the 30 day refund promise if not happy so he thought he was covered.
Pretty soon it became clear the promised holiday was not all he'd been led to believe and he notified the company that he was exercising his right to cancel and to be refunded.
He returned all the stuff to the company but they now show no willingness to refund his hard earned cash despite repeated phonecalls. The latest thing they say is that the money was paid to a "merchant" company, some kind of middleman, and the initial company say it has nothing to do with them.
He has a young family and can't afford to be out hundreds of euro.

He already feels bad enough being caught out like this so please don't ask how he fell for it. It's too late for that now. I suspect a lot more than him got caught and screwed by these unscrupulous people.

Can anyone suggest an agency or an authority here, in Europe or the United States which could help chase this comapny and retrieve the money they conned from my BIL?
He's got nothing from the company; no product or no refund. His credit card company say they can't do anything for him.
Any useful suggestions at all?

He could try getting tough with his credit card company (assuming he hasn't already handed over cash to them). Tell them he will NOT pay the bill and he will be closing the account if they don't do a chargeback on this. Tell them he'll see them in court.

Unfortunately, some time has passed since this actually happened and the credit card bill has had to be paid. The c.c. company seem to be saying that he agreed to these people taking money by c.c. so they (the c.c. company) can do nothing about it. That seems odd to me though, especially as he hasn't actually got any "product" for his money.
My BIL isn't a Net user but I've been trying to find out about this "company". Sadly it appears they've stung hundreds of people, including many in the UK, using the same old guff. They seem to use many guises, one sunny travel company after another, all peddling the same old con. It isn't clear whether many, if any people get their money back.
