How to get a building listed / protected to prevent developing

Can someone please help us to solve an issue we have over developing. There is a very old outhouse at the end of our garden which is the store for a local shop. We live in a quiet village with a conservation area around, and the owner of the outhouse wants to demolish to build a flat above the shop.
How can we get the building listed to prevent this, or are there other means to do it. The whole village is against this, as it is purely money orientated and will ruin the aspect

In order for a building to be listed, it needs to be proposed at council chambers and signed off by the county councillors. Ideally it should be a property of architectural or social heritage. First off consult a good planning consultant & check out the history of the construction. Secondly, get your local councillors on your side.

Unfortunately many developers would be motivated by money!

If you are short of time & it is unlikely that the building would be granted a conservation order, your best recourse is to appeal any planning appliction through the normal channels.
