How to fix 'bleeding' external render and costs?

In the process of buying a house and we have been told by surveyor that the sand used in external plaster was contaminated (eg by salt or something) and as a result is producing a red/rust colour 'bleed' on external walls and chimney stack. This does not affect house structurally but would like to sort for asthetic reasons.

Does anyone know if there is any ways this can be fixed?

and if not

How much approx would it cost to stip of external plaster and replace it on a average dormer bungalow?
