How to diagnose 2002 Ford Fiesta Ghia key fob remote which is not working?

A 2002 Ford Fiesta Ghia key fob remote (to open/close/enable alarm/open boot etc.) is not working. I checked the battery with a multimeter and it was fine but stuck a new one in anyway just in case. No joy. So presumably either the fob transmitter or the receiver is the problem? Any tips on how to DIY diagnose this to narrow the problem down? Is there any way to do a DIY repair once the problem has been identified or do the fob and/or receiver need to be programmed/coded by the experts?
 
is the central locking working on the key? if so sit in the car turn thekey in the ignition from position 0 to position 11 ten times till you hear a chime the press the close button on the fob wait till you hear a chime then turn the ignition off wait ten secs and try your remote it may take several attempts

Central locking is working with the key used manually if that's what you mean?

OK - thanks for the tip. What's the worst that can happen? Can a failure here bugger things up even more or anything?
