How would one go about changing their Irish residency? Is it simply a matter of moving abroad and renting accomodation there? Or does one need to register with the local authorities in the new country?

Must depend on which country you are thinking of.

When we were working overseas we always registered with the Embassy or High Commission as they like to know who is in-country. If nothing else we always got invites to all the jollies.

The terms of acquiring nationality or even residency differ from country to country. However, if your new country of choice is within the EU well so much the easier. You will have some paperwork but you wont be the first or the last seeking the change.

It does depend on what you mean by residency and why you want to know.

If you move to another country, you are resident there, and there may be a legal requirement to register with the local authorities.

However, this does not mean that you are domiciled there for legal or tax reasons.
You may need to be there for a length of time, before you can claim that you are a permanent resident of that country.

Depending on the country, different rules apply.
