How to calculate the drop in VRT after july

Just wondering how to calculate the drop in VRT in July for a car that's dropping for 25% to 16% - Is it calculated based on the retail price before VAT?

Retail Price of Octavia Elegance is €25950
Less 21% Vat = 25950 / 1.21 = €21446

Would new price (before manufacturer increases it) be (21446 / 1.25) * 1.16 = 19901

Add Vat - 19901 * 1.21 = €24080??????
 
Look in this thread by e92 on boards - it has a downloadable list of new car prices before and after VRT - fair play to the guy!
 
For the most part he just takes the current price and the new price is 92% of this - which isn't fully accurate as some cars will be dropping more than others etc
 
his formula is a little more complex than that - such that he uses the Open Market Selling Price etc. But according to the file the Octavia Elegance will drop by 2500 in VRT - But this seems high to me - would think it's closer to 2000 - But the main point would be is VRT calculated before or after VAT?..
