how soon after viewing would someone make offer?

asking for a friend who viewed a house today...3bed semi...nice area outside cork city..EA said region 220k...how soon after viewing should he make offer and how much should he start at...house is a new build and never lived in..approx 1020sq ft
 
220k for a three bed semi outside Cork city seems very expensive.

Your friend can make an offer as soon as she wants. It would definitely be in her interest to make a low offer, perhaps 100k.
 
there is huge variations in selling prices in the area....so he doesnt know what to offer..there are 10 houses left in the development to be sold...he was going to start at 130k...is that too much?
 
A good start would be for you to tell us where it is, I'd be far more concerned about the location than anything else. Outside Cork city is very vague. Developers are desparate for cash so who knows how low a builder will go. I saw a two bed apartment in Youghal for 40K recently, that's outside Cork.
 
Before formally entering into a contract much research needs to be done. Many people have rushed into buying houses which they later regretted.

his first offer was turned down..he put in offer of 140k as he was advised to do so by friend who has numerous properties...EA said builder said it was too low but come back with next offer and builder will put in wardrobes the bedrooms also
