How much to borrow?

Hi

My boyfriend and I are planning on building a house and we are looking for €170,000 over 30 yrs. We earn €48,000 before tax between us. Ulster bank are looking for one of our parents to go guarntor!! Boyfriends Dad is giving us a site worth €60,000. Is this normal for banks to look for more back up??
