How much do top earners pay in income tax

Nevin institute reckons top earners are'nt paying enough by a long way...imagine that!:
"To arrive at the 3 per cent goal, the institute recommends that households in the top 10 per cent income bracket should be targeted to secure an additional €1.65 billion of tax next year and a further €700 million in 2015"

Are NERI asking to raise the top tax rate to 95%?

According to this thread, http://www.askaboutmoney.com/showthread.php?t=172890, to raise 490m from people in households over 100k would require raising the overall income tax from 52% to 61%.

To bring in the 1.65B+700m they seem to be talking to based on the 490m figure from the DoF seems to imply they're targetting a 95% tax rate.
