How long to transpose European Court of Justice ruling into Irish law?

As per the thread title, how long should it take to transpose a european ruling into irish law?

I'd imagine that in this instance, there is a lack of political will to make the necessary changes. However, one commentator on another board suggested that there is a period after which you can act as if a EU directive or ruling has been incorporated into memberstate law - even if this has not happened.

Is this true? If so, what duration of time must pass before it can be argued in court that client should have the essence of this ECJ ruling applied?

It is my understanding that there is a period after a Directive is adopted by the EU during which a member state must transpose the Directive into law or risk a fine. The Irish state run this close to the deadline in recent years. some more info here: [broken link removed]

As far as I know a ECJ ruling is in theory applicable in Irish law immediately. An EU Directive specifies a date by which it must be implemented. I stand to be corrected.
