How could the banks entice people off trackers?

I was just wondering is there anything the banks could offer that would entice people off mortgages and suit both parties?

There has been a few suggestions thrown around like giving people a lump sum but this has been a paltry sum.
Is there any scheme that could help the banks get the trackers off their books that would appeal to mortgage holders?
