How can I stop a draught under a uPVC door?

The door was professionally installed 2 years ago, and the rubber seal is in perfect condition, but the bottom of the door is not closing tight against the frame. I think that adjusting the hinges would solve the problem, but I don't know exactly how. Any advice?
 
Adjusting the hinges is easier said than done. Best thing would be to try and raise the piece under door? This would allow the rubber seal to be raised making it airtight.
 
I'm only guessing here but we got a new door fitted some months ago and when I noticed a slight draught coming thru the door they adjusted it with an allen key, I think. This moved the door and made it a tighter fit. Looking at the door now there appears to be a heavy silver strip running down the length of the door with 4 bolts (receivers for the allen key) and you might well find these do the job.
