Just finished registering and claiming waiver for a relative.

Here's what it says on the end of the page:

As this is a self declaration charge, documental evidence in relation to the removal of the property should be kept by the owner. It is also the owners responsibility to review the status of the property each year with regard to the annual liability of the Household Charge .

Could anyone translate the first sentence?

I can guess what they mean by "documental" but what removal are they talking about?
 
This is very poor English!. As my poor mother used to say; "thank God I'm on my way out":)

Perhaps its like a removal after a death? The value of the property goes so low that its considered dead and we all accompany its documental evidence from the funeral home (in this case the bank) to the church and say a few prayers?
 
Surprised they haven't included "stakeholders", "ballpark" and "level playing field" into the sentence too along with other biz speak that seems so popular these days. What about bringing in a campaign for plain speaking?
 
Glad that we can circumvent linguistic problems and note that it might have another meaning.

My suggestion for the first sentence is:

If you sell your house or assign it to another by legal transfer please keep all documentation in relation to this as it might be required in the future.

I read the newspeak wording as :
Every homeowner has to self declare for this tax. If a claim for non payment is being made it is the home owner responsibility to maintain the documents which validate these claims. The liability to pay the tax is annual as is the circumstances of any relief from paying it therefore it must be reviewed annually by the householder.

And I'd wager that the vast majority of people are blissfully unaware of and totally unaffected by this.
 
Judging by the FAQ the term "removal" refers to the act of removing a house from the register - e.g. because you sold it or a waiver was granted or whatever - e.g.:

        • If you no longer own a property that you previously registered in the system then you may remove your details from your household charge account. This may be completed online through the “Charges” page where you will be asked to select a reason for removal from a dropdown list. If you do not have access online then complete the ADDITIONAL PROPERTIES TO BE REMOVED (HC12D) form and return it to the Household Charge, PO Box 12168, Dublin 1.
