On looking through Eircom support forum I noticed the following reply to someone who had asked about the telephone allowance and eFibre. Is this correct?
The telephone allowance is no longer applied to the bills when you move to the Fibre service I'm afraid. The payment is made directly through your bank account or post office payment. To organise this and explore your options you can call 1890 500 000 (option 3, 2 and 1)
