Household Benefits Package and equipment rental

Can't see it here but I believe that the Household Benefits Package for older people covers both landline AND equipment/handset rental. Now I reckon that quite a few people in general are still paying equipment rental (e.g. to eircom) even though that have bought their own handsets over the years and should not be still paying this charge. Is there any chance that SW are still paying this rental for OAPs even thought it's money down the drain or at least into eircom's pockets?

The allowance is €51.80 (per 2 months) and is paid as a credit on the customers bill so regardless of the size of the bill or the cost of line rental, extra apparatus or even broadband the SW credit will appear on the bill thereby reducing the total amount due by €51.80
