So here's a fun question.

Family member will soon (one hopes) complete on house purchase.

When renovation is complete, they plan to rent out some rooms to sharers; this will likely be towards the autumn.

Can they legitimately ask prospective house sharers to show they have had the COVID vaccine?

You can certainly refuse to take a smoker, for example. Would a non-vaccinated person be the same?
 
Vaccine prevents from severity of infection by preparing body defence. The person can still get and spread infection. The downside is that a vaccinated person may have no or little symptoms and may not be aware that they are spreading infection..

So if they are cautions of Covid-19, they should wait for pandemic to be over..
