House Sale at standstill because of mapping of public road

I wonder if anybody can help confirm the position in relation to mapping of public areas on map for house sale.

The house and site have been mapped & all seems to be in order there.

The buyers solicitor has stated that the public road is not shown on digital map and that they will not proceed until this is amended.

The vendor solicitor is saying the map will not be amended until this & maybe other houses which are currently unregistered are registered.

The buyer had given a signed undertaking to assist with any future registration issues as long as there was no cost to him.

This estate of houses is at least 15 years old.

There is now a stalemate.

The contracts have been signed by both parties.

The vendor solicitor has written to buyers solicitor giving 28 days to complete or deposit will be forfeited and that time has now elapsed. Another letter has now been issued to buyers solicitor to give 21 days to issue proceedings otherwise deposit will be retained.

Both solicitors are adamant they are correct.

There is an additional complication in that the buyers mortgage offer is due to lapse and in addition they are first time buyers so wanted to have the sale concluded by the end of the year to avail of attractive tax relief.
 
I would err on the side of caution and agree with the stance taken by the buyers solicitor.
 
The vendors solicitor is saying this is something done by the PRA down the line when a number of houses are registered. Is there any definitive guidance on who is correct?
