House owned by one family member but occupied by elderly relative. Who is liable?

Hi

House owned by one family member.
Another elderly relative living there long term, ESB bill, other utility bills all registered under elderly relatives name.

If they decide to pay the household charge, whom should the register under?

I guess the actual owner but unsure what to tell them ?
Or what do they do ?

It is only the owner who is liable for the charge.

It should be paid under the owner's name.

if the owner wants to charge the tenant, that is a matter for agreement between the owner and the tenant.
