Saw this on a machine before - had to change the MTU setting - see attached link. You should be comfortable changing registry settings before attempting.
No - another web browser application other than Internet Explorer. Firefox would be a good start. If the problem only occurs in IE then it's probably IE specific (and likely to be malware etc.). If it happens in all browsers then it could be a more general networking, broadband, ISP etc. problem.
