Some credit unions go higher, up to 100K (my one from the HSSCU is with 10K security, so effectively a 90K loan), but from what I've seen 10 years seems to be the limit for this type of loan.
You'd need quotes etc. from a builder, and if the works are more than the loan some evidence of where the extra funds are coming from.
