In a nutshell, family home was left to two children with the intention that they would provide any financial support to the father - who remains in the house.

One child is providing that financial support, the other isn't.

While they would prefer not to take other siblings name of the house as they would be a beneficiary down the road, the person providing financial support would like some more control over decisions relating to the house.

Do you think this could be accomplished by an agreement drawn up by a Solicitor specifying that Sibling A (paying in money) will make any and all decisions about the property?

I don't understand. Two people own a house. Both are supposed to offer financial support to father. Only one does. Sounds like they have a good deal so.

Are they even remotely interested in entering into any agreement? Because if they're not, the other has zero chance of wresting control from them.

Do the two children actually own the house or has it been left to them in the father's will?

Yes, the house is in the children's names.

Unless there is a clear written enforceable agreement making both equally responsible then unless both parties agree, there will be no change in ownership or decision making.
