Home Insurance but also right of way

hi
We are finding very difficult to insure our new home which comes with a private right of way attached to it. A broker told us that once we secure three rejection letters our mortgage provider -BOI, will have to send us a quote. is that right? any legal stand?
Our deposit has already been taken, documents signed but the mortgage will not be approved until next week and we need to get the home insurance in place
Any suggestions?

there is no legal requirement on any insurance comany to provide a quote for house insurance as it is no compulsory. BOI as your mortgage broker may provide it as they will not want the property to be unocupied but based on this they could name their price and you may be snookered. I would be inclined to talk to a second specialist broker to see if they can negotiate cover with you
 
Then you could possibly take out a public liability policy relating to the land the right of way purtains to. But would cost you a few hundred.
 
Have you tried ringing around a few insurance companies yourself or try a different broker?..
