Holiday similar to France in Spain

We are going to Spain in September (probably will have to be southern Spain to ensure good weather at that time) and are looking for an area that we will have nice leisurely cycles to surrounding towns/villages on quiet safe roads and where we will not require car rental. Dont mind if its not close to a beach. Would greatly appreciate any suggestions re location/accommodation?

The Costa Dorada, eg, Salou, Cambrills, La Pineda has had beautiful weather towards the end of Septrmber for the last 3 years and i've stayed in all those places in Sept and early October. Easy cycle around, plenty of lovely places to visit, lovely beaches, coffee shops, etc. Also a plus is that it won't rob the bank either.

There is a nice network of Greenways in Girona but that might be a bit northern for your sunshine needs (though i'd say it would be fine in September). There are also a network of Greenways near Murcia.
