holiday home - planning restriction

we are in the process of buying a second home to use as a holiday home - turns out it states in the contract that the house must be used as a main residence - how enforceable is this ? can the county council actually monitor this?
 
well presumably they'll cross-check with the NPPR payment that you will be making to them?
 
sorry just googled that - yeah dunno what would happen with that?
