holiday for two,but one may opt out,what happens?

Hi all, A friend of mine has booked a holiday for herself and her friend.

The friend is now saying she may have to opt out.

Does anyone know if she can just go ahead and get her flight and accomodation ,as it will obviously then just be one person going?

Would she have to pay the single supplement?

Would the agents cancel her holiday?
