Hi there,

I would like to host my schools website myself. I have broadband internet and a computer I could dedicate to the task. My question is how expensive is acquiring a static I.P. address and How difficult is it to set up?

Your ISP will provide it.

But some suppliers only give it business plans.

For the sake of €60/year you would be far better going with some cheap hosting.
 
They generally charge between €5 -€10 a month for the privledge.
Hosting is not always the solution if you want access to your location.
However you can get around dynamic IPs with the likes of http://www.dyndns.com/
