Help Needed - BOI 21 day deposit a/c

Hi people. I was wondering if anyone knew anything about the 21 day notice period a/c with Bank Of Ireland. I have one with my few bob in it but a family emergency has come up and I need to get the money quick (i.e. tomorrow). Does anyone know if they will let me at it (it would be the majority of the money but is less than 10K)? How much of a penalty would I pay they let me at it?
