Help, I need to remove fencing and build a back garden wall

Hi all, I am looking for advice and hoping you can help me. I want to get rid of the fencing and small decking area at the back of my garden and get a wall built. When I moved in there was nothing at the back of the garden so I just put the fencing up until I could afford to get a wall built. After putting it up the neighbour beside me told me that's not actually part of my garden so I checked it out and the boundry is actually in front of the decking. So not sure what to do now? Do I just get rid of the fence/decking and build the wall in front of the decking? The area is not part of the Neighbours behind my house because I checked. They have a wall built at the end of their garden. So confused as to what I should do because there is a tree stump under the decking so do I need to get that removed too before I get someone in to build the wall and I know this is stupid but is it ok to leave that gap behind the wall. Asking because we are having problems with rodents in the area which is why I want to get rid of it. Any thoughts would be appreciated. I also need help in finding someone to build the wall. Do I look for a builder or handyman. Cant see an option to include a photo. Many thanks
 
Sounds like you first need to ascertain the exact boundaries of your property first before doing anything?
I'm not sure that you have done that authoritatively yet?
Once that is done you can do that you like on your own property subject to the relevant planning regulations (and management company rules if applicable).
