Heating problem

I live in a semi-d house and have a problem whereby the radiators upstairs are fine but rads in the bottom of the house are always luke warm at best.

Heating specs are:

  • Closed heating system
  • Upstairs has 5 radiators and a towel radiator in en-suite
  • Downstairs has 4 radiators
  • Gas Boiler is Vokera MyNute 20SE (approx 8-9 yrs old)

I had a plumber over and he balanced the rads but no joy.
I had work done in the house during the summer whereby the builder moved 3 rads downstairs. The plumber said that reason the rads could be luke warm is that the builder used rad pipes which are too skinny. (the rad pipes in rest of house are thicker). Plumber also thinks the heat exchanger maybe on way out also.
The plumber suggested a few things to me:

  • Replace boiler with a new energy effient model as mine is quite old
  • Lift the floors and replace the rad pipes
  • Lift floors, replace rad pipes and get new boiler

Does anyone have any advice on what option i should choose ?
