Systems can be different, so I may be off, and you may need an electician, but. in my system anyway...
The control panel is beside a di-pole switch (with fuse) that cuts all power to the heating. (It's one of those switches that normally have a red light). If the red light isn't lighting, the thunderstorm may have blown the fuse. If you're happy to check the fuse in it, that's the first place I'd look. Also I assume you've checked that there are no trip switches tripped at the fusebox.
One other suggestion is to manually turn on one of the zone valves, and check that the boiler activates. They should normally have a micro switch that turns on the boiler (you will hear the click) at the end of the levers travel. This might isolate the fault. If the boiler fires, then it may be that the control box is fried.
