We had some people leave under this programme.

The resulting vacancies cannot be advertised due to the moratorium however management are slipping the 'party faithful' into these positions.

Can anyone advise where I might go with this? Don't say 'Union' as they are not being involved 'due to moratorium'. Leading up to this moratorium some up gradings were rushed through.

This is the same scenario as bankers' bonuses etc and I had hoped to engage with my newly elected public representatives on the matter.

I feel I may be disappointed before they even get going.

I see plans afoot to split the Dept of Finance so we will end up with extra staff and facilities - not less.

Are you saying that positions that have been made redundant in the HSE are being informally filled by cronies and insiders?

I thought the practice of "backfilling" in the HSE had ceased.

Are the people taking up these positions being paid more as a result of the "promotion"?

In the private sector (and in the commercial part of the public sector) when a redundancy occurs the position CANNOT/MUST not be filled as that would defeat the purpose of the exercise. In many cases if the unions see such jobs being filled they will vehemently object.

I think that the difference between "private sector" redundancy and the HSE redundancy is that in the HSE, staff who were on the "allowed" list (i.e. staff of certain grades) were allowed to take redundancy/early retirement, regardless of whether the work they did was essential or not.

Now that the dust has settled on the redundancies, the HSE are finding the gaps they can't live with, and have to redeploy others into those gaps.

Are you saying that new staff are being recruited? Or are people being transferred from other posts? If so, are they coming in at their own grade?

Don't let the union away with this. Push for a better response. Organise a union meeting, and pass a motion to get more involvement.

How did you come to that conclusion, given that no information has been released about how the split will work?
