Health and safety warnings gone crazy

Just bought a hand-held secateurs for pruning roses in Lidl for €3.99. According to the label, when using this device I should:-

• Wear safety gloves
• Wear a helmet
• Wear goggles
• Wear wellingtons

Is this not a bit over the top????

In addition, I should:

• keep out of the reach of children (reasonable!!)
• Not touch the blade with bare hands
• lock the secatuers after use
