Has a local authority Tenant any right to see a Ber Cert prior to being given a Local Authority house and can they have the house independently inspected by Local Health authority.

Private landlords properties are inspected when rented to Local authority tenants.
 
I think the rule is that any landlord has to have a BER cert when renting. Personally I've never had one done as I think they are a complete waste of money.
 
I agree Bronte that the BER cert is a waste of money as is the PRTB registration.
I was just wondering has the Local Authority to produce one if a tenant of theirs looks for it. I know that if you were renting a house under the RAS scheme the Local Authority will insist on you producing one to them.
 
The PRTB is certainly not a waste of money. Without it you cannot deduct mortgage interest relief. Not a fan myself of the PRTB due to their bureauocracy, but they are getting better and hopefully going forward they will have fairer powers in relation to defaulting tenants. Any decisions I've read seem to be fair, as a landlord. Just the lack of enforcement in relation to tenants is what annoys me.
 
This is interesting but does not address the OP's question: Does the LA (Housing Authority) have to provide prospective tenants with a BER cert?
